A request for copies of records relating to the Atomic Energy Board’s (now known as the South African Nuclear Energy Corporation) activities during the mid-1980’s to 1993 relating to the nuclear weapons program including but not limited to the following records:
• Documents that relate to making the decision to terminate/dismantle the nuclear weapons program (mid-1980s to 1991).
• Minutes of meetings and other documents pertaining to the ad hoc cabinet committee during the years 1989-90 that advised the government on the dismantling procedure of the South African nuclear programme, especially from the AEB perspective.
• Correspondence between the AEB/AEC and the South African government, Armscor and the SADF regarding the termination of the nuclear weapons program from 1988-1993.
• Internal correspondence/memos between AEB’s departments and projects pertaining the end of the nuclear weapons programme of South Africa from 1988-1993.
• Minutes of meetings of the Board of Directors and Board of Executives as well as any other senior management meeting relating to the decision to dismantle the South African nuclear weapons programme.
• Documents pertaining to the reasons for the termination of the South African nuclear weapons programme especially under Former President De Klerk during 1989-1990.
• Former President De Klerk’s official dismantling order in 1990 and his request to create a timetable for dismantling in 1989.

NECSA's records with regards to gas leak incidents at Pelindaba and Valindaba in 2013 and 2006

Copies of any and all records, or parts of records, relating to:

1. The Nuclear Research Centre of the South African Nuclear Energy Corporation (NECSA) in the complex at Pelindaba as follows:
1(a) Reports in relation to any nuclear plant incidents in November and December 2013,
1(b) Any and all correspondence, minutes of meetings, memorandum, briefs or other records with the National Nuclear Regulators investigations regarding these incidents,
1(c) Statistics relating gas leaks (including but not limited to volumes and period of leaks) during these incidents,
1(d) Policies and procedures containing criteria for reporting of any incident:
o internally within NECSA, or
o to the National Nuclear Regulator,
Including guidance around when to activate offsite emergency plans.
1(e) Full environmental radioactivity tests for nuclear plant at Pelindaba for any month including September, October, November, December 2013 and January 2014.

2. Any and all internal correspondence, minutes of meetings, memorandum, briefs or other records about allegations that at least 208 former employees at Pelindaba/Validaba had employment related injuries or diseases, as identified by Dr Murray Coombs in 2006.

Plans and budgets
• A copy of NECSA’s strategic plan.
• Copies of the budget of NECSA for the past three financial years and the current financial year.
• Copies of the expenditure/audit reports of NECSA for the past three financial years.

Relationship with Klydon
• Any records indicating any relationship between NECSA and Klydon, including but not limited to:
o any memorandum of understanding, contract or agreement between NECSA and Kyldon for the delivery of any services; and
o details of any monies paid by NECSA to Klydon.

Decision to invest in nuclear energy
• Any records which relate to the decision to pursue nuclear energy, including, but not limited to:
o the expected emission reductions and/or environmental benefits of nuclear energy, including, any research conducted by or on behalf of NECSA;
o the expected job creation from the introduction of nuclear energy, including any research conducted by or on behalf of NECSA;
o research, reports, or similar, assessing the benefits and risks associated with nuclear energy;
o research, reports, or similar, which indicate any alternate energy options considered by NECSA.
• Details of any public consultation conducted on the construction of new nuclear plants.

Waste management
• Any records relating to the management of nuclear waste at the Pelindaba nuclear site, including but not limited to:
o regulations, procedures, policies or plans regarding management of the waste;
o contingency plans in the event of a nuclear accident;
o the amount of waste being generated;
o the budget for waste management for the past 3 financial years;
o expenditure/audit reports on waste management in the past 3 financial years;
o plans, offers, research, reports relating to the shipment of South Africa’s nuclear waste to France.

• Any records relating to the management of nuclear waste at the Vaalputs National Radioactive Waste Disposal Facility, including but not limited to:
o regulations, procedures, policies or plans regarding management of the waste;
o contingency plans in the event of a nuclear accident;
o the amount of waste being generated;
o the budget for waste management for the past 3 financial years;
o expenditure/audit reports on waste management in the past 3 financial years;
o plans, offers, research, reports relating to the shipment of South Africa’s nuclear waste to France.

• Any records relating to the transfer of nuclear waste from Pelindaba to Vaalputs National Radioactive Waste Disposal Facility, including, but not limited to:
o regulations, procedures, policies or plans regarding the transfer of waste;
o budget for the transfer of waste for the past 3 financial years;
o expenditure/audit reports for the transfer of waste for the past 3 financial years.

Security
• Any records indicating the security requirements for Pelindaba.
• A copy of any review or reports conducted in respect of the security at Pelindaba in 2012.
• A copy of any plans, policies, or similar regarding the management of a security breach at Pelindaba.

Enriched uranium
• Any records indicating the amount of enriched uranium stored at Pelindaba or the transfer of enriched uranium from Pelindaba.
